Alex Kavanagh e8b9634fa1 Add notes to the making-a-change page about charmhelpers

For old style charms it is not clear that charmhelpers is synced
into the charm.  Therefore, this change adds some notes and
guidance on how to approach changing charm-helpers if it is
necessary.

OpenStack Charm Guide

To build the guide, execute the following command:

$ tox

After running tox, the documentation will be available for viewing in HTML format in the doc/build/ directory. View these new documents in your favorite web browser.
