Pin charmcraft to 2.x/stable for CI

Using charmcraft 3.x causes charm builds to fail
due to a bug in charmcraft 3.x. Pin charmcraft
to 2.x/stable for ZOSCI testing. Pinning to
2.x/stable is what we are doing for other
OpenStack charms at this time.
