howardlee 60a96d4eb8 [api-ref]Fix the incorrect description in volume API ...

Now api of creating a snapshot in cinder is using volume transfer
description for 'name' and 'id' in creating volume snapshot parameters.
That is not correct, and this commit will fix it.
