Helen Walsh c0a5be259e VMAX driver - remove deprecated XML option

'cinder_dell_emc_config_file' was deprecated in Queens. We are now
removing all reference to it and all XML parsing. Now we rely solely
on the config tags in cinder.conf.

Closes-Bug: #1768273
