Sean McGinnis e68fba2b09 Fix doc format errors in module docstrings 
This fixes some formatting issues in docstrings to allow us
to enable the warnings-as-errors flag for our docs build.

CINDER

You have come across a storage service for an open cloud computing service. It has identified itself as Cinder. It was abstracted from the Nova project.
