Michał Dulko e8e3ae7616 Remove support for single backend config 
It was not recommended for some releases, deprecated in Newton, so let's
remove it in Ocata.

CINDER

You have come across a storage service for an open cloud computing service. It has identified itself as Cinder. It was abstracted from the Nova project.
