Andreas Jaeger 5b4b9a382c It's releasenotes - plural

Releasenotes builds in OpenStack requires a directory called
releasenotes/source - rename files.

Note that tox.ini is already correct, so with this change "tox -e
releasenotes" works.

Fix warning about RST problems.
