Brant Knudson 2b8d378563 Change oslo.serialization to oslo_serialization
The oslo libraries are moving away from namespace packages.

A hacking check is added to enforce use of the new location.

OpenStack Keystone

Keystone provides authentication, authorization and service discovery mechanisms via HTTP primarily for use by projects in the OpenStack family. It is most commonly deployed as an HTTP interface to existing identity systems, such as LDAP.
