Move admin_index.rst to index.rst

The doc migration spec requires each sub directory to have an index page which could be directly referenced in the main openstack documentation under the topic specific pages, along with other projects. Change-Id: I0f3e4d7f24128fe2807f0dcf5f07b29819cd93c8 Closes-Bug: #1705250
