John Herndon c74231e744 Support the Event API

This patch adds support for the currently available
Event API, including events, event types, and traits.

Add an optional data type to the query, ex:
   ceilometer list-events -q 'hostname=string::localhost"

Python bindings to the Ceilometer API

This is a client library for Ceilometer built on the Ceilometer API. It provides a Python API (the ceilometerclient module) and a command-line tool (ceilometer).

Development takes place via the usual OpenStack processes as outlined in the OpenStack wiki. The master repository is on GitHub.
