Roman Prykhodchenko bcb735a3ab Add new CLI commands for managing cluster networks and settings

This patch introduces the following commands to the new fuel2
CLI:

  - fuel2 env network download
  - fuel2 env network upload
  - fuel2 env network verify
  - fuel2 env settings download
  - fuel2 env settings upload
