Roman Prykhodchenko 522a2a390e Change version to 6.1.2
Since python-fuelclient has separate version from
Fuel and it is required to release important bugfixes
the version is bumped to 6.1.2.

6.1.1 is skipped because it was tagged once before by
mistake.
