Joe Gordon 230be770bf Fix pep8 exclude logic for 1.3.3 ...

* With pep8 1.3.3 the exclude logic monkey patch broke causing
  tools/hacking to run on openstack/common code
* Also add .git to exclude list

Fix bug 1086410
