Dolph Mathews 305b0e031f PEP257: Ignore D203 because it was deprecated
PEP257's D203 check ensures that you have a blank line before class
docstrings. This rule directly conflicts with D211 (no blank lines
before class docstrings), which is intended to supersede D203.

The original language in PEP257 which D203 was based on was actually
removed from PEP257 by Guido here:

This is a client for the OpenStack Identity API, implemented by the Keystone team; it contains a Python API (the keystoneclient module) for OpenStack's Identity Service. For command line interface support, use OpenStackClient.
