Replace fragile app engine sdk download script with gcprepotools script -
this ensures the SDK is up-to-date and is a no-op if the SDK is installed
and up-to-date.

Resolves #617

This is a client library for accessing resources protected by OAuth 2.0.

Installation

To install, simply run the following command in your terminal:

$ pip install --upgrade oauth2client
