Clint Byrum efa12f0860 Bytes/string issues with encryption/decryption

Finding a few more places where bytes were leaking out of some methods
and strings were leaking into to others. This makes many more python3
tests pass.

PySAML2 - SAML2 in Python

Originally written to work in a WSGI environment there are extensions that allow you to use it with other frameworks.
