xiaolihope 2fca4157de Add OSC command and enable more than one arguements ...

This change added two commands as OSC plugin:
  - openstack cluster check
  - openstack cluster recover
Based on the existing senlin command:
  - senlin cluster-check
  - senlin cluster-recover
And enabled accepting more than one arguements.
