Kiall Mac Innes 6285bdaf6d Remove the agent service and old-style backend tests 
The agent service has been replaced by Pools, we should remove it
now that pools has fully merged.

Additionaly, the Backend tests rely on the Agent code, and no tests
exist for Pools based backends. This will be fixed as a priority in
Kilo 2.

Designate, a DNSaaS component for OpenStack

Designate provides DNSaaS services for OpenStack:

  • REST API for domain & record management
  • Multi-tenant
  • Integrated with Keystone for authentication
  • Framework in place to integrate with Nova and Neutron notifications (for auto-generated records)
  • Support for PowerDNS and Bind9 out of the box

This document describes Designate for users & contributors of the project.
