Russell Bryant f7f0a4a5b5 Add support for running nova in cells mode ...

Add the ability to run nova in cells mode.  The only tweak needed is to
set 'n-cell' in the list of enabled services.  This will allow us to
start doing automated testing of nova with cells enabled, which is
currently completed untouched by functional testing.
