Goutham Pacha Ravi 24d9517b78 Fix cephadm binary URL to the numeric ceph version ... download.ceph.com used to maintain named versions of ceph releases, which were hardlinked folders corresponding to the latest minor release from a stable branch; we've noticed that these folders can be deleted. Let's instead look for cephadm under the corresponding numeric release tag folder.
