Ubuntu 22.04 does provide Ceph Quincy (17.2.*) out of the box, thus
there's no urgent need to have comunity repos and we can simply rely
on distro-provided ones. We can remove logic once community publish
Ceph packages for Ubuntu Jammy (22.04).
