Chandan Kumar (raukadah) 0de1434ed3 Add support for PROMETHEUS_CUSTOM_SCRAPE_TARGETS 
sg-core devstack plugin used to provide passing custom scrape
targets to prometheus config.

This cr brings back that functionality to d-p-p.

Devstack Prometheus Plugin

Overview

Devstack plugin to configure prometheus, node-exporter, pushgateway and alertmanager.

Usage

  • To get started quickly, just enable the plugin in your local.conf:

    enable_plugin devstack-plugin-prometheus https://opendev.org/openstack/devstack-plugin-prometheus
