e2bda1ac39 Remove the unnecessary default value 
since the ssh_port is register by oslo_config [0] [1], it will not
need to get the default value.

3a67a7580b Remove project name from Zuul 
Zuul no longer requires the project-name for in-repo configuration.
Omitting it makes forking or renaming projects easier.

8ddd174374 Remove the unnecessary statement for possible_action check 
"CONF.action is None" in included in "CONF.action not in possible_action"
it is unnecessary. this patch to review it.

c0989170b9 Remove use of unsupported TEMPEST_SERVICES variable 
TEMPEST_SERVICES global variable is not supported
by devstack since long back.

Service availability of tempest known services will be
set by devstack with local check.

This commit removes the unused TEMPEST_SERVICES setting

4fb8cb494f Remove setting of version/release from releasenotes 
Release notes are version independent, so remove version/release
values. We've found that projects now require the service package
to be installed in order to build release notes, and this is entirely
due to the current convention of pulling in the version information.

Release notes should not need installation in order to build, so this
unnecessary version setting needs to be removed.

This is needed for new release notes publishing, see
I56909152975f731a9d2c21b2825b972195e48ee8 and the discussion starting
at
http://lists.openstack.org/pipermail/openstack-dev/2017-November/124480.html

Also, fix branch instruction for releasenotes.

* https://review.openstack.org/#/c/526664/ moves the intree tempest
  plugin to freezer-tempest-plugin repo.

* Excluding freezer/tests/freezer_tempest_plugin/tests/api/test_version.py as
  it is dependent on freezer project and moving under integration tests.

b12e23b543 Fix playbooks 
Rename playbooks to use the same name as zuul.yaml uses.

Let's use .yaml here since that's the same filename as used in
openstack-zuul-jobs where the files were imported from.
