Babel is not needed as requirement, remove it. See also http://lists.openstack.org/pipermail/openstack-discuss/2020-April/014227.html Commit36d46bb0b1removed the openstack.common.gettextutils module, which used the babel package. Commita8fb4e2587removed the babel.cfg file. It is therefore not needed to mock babel.localedata.locale_identifiers in _set_expected_languages. Change-Id: I05eaaf39c706e8ef43fe06611ea825a145caf015
