This repo is now testing only with Python 3, so let's make
a few cleanups:
- Update requirements, no need for python_version anymore
- Cleanup doc/source/conf.py to remove now obsolete content.
- Use newer openstackdocstheme version
- Remove install_command from tox.ini, the default is fine

Without this patch, we don't know who owns the namespace of
OpenStack on galaxy.ansible.com.
It makes sense to delegate this duty to this SIG, which can then
be responsible of the whole aspect of dealing with Ansible's
galaxy, including the credentials management.

than the etherpad. Until there's a formal document
repo for the SIG, let's use it instead.

During a forum session in Shanghai around the opportunity to create
a SIG around large scale issues, there was a critical mass of people
interested in participating in such a group. The Large Scale SIG held
its first meeting on November 27.

The FEMDC SIG has suspended its activities over the past year to
get more directly involved in the OSF Edge Computing Group. It will
continue its activities within that group.
In order to make the Edge Computing Group easier to find when you
look for OpenStack special interest groups, it should be mentioned in
the OpenStack SIG list.

Create a PowerVMStackers SIG to replace the PowerVMStackers project
team. They are working on several repositories adding support for
PowerVM in various OpenStack projects (nova, neutron, ceilometer) but
those have not been adopted by those consuming teams yet.
A SIG would better fit the needs of those interested in better support
for PowerVM and the POWER CPU architecture on OpenStack, and put less
synchronized release constraints (and PTL election issues) on the group.

We no longer need [build_sphinx] and [pbr] settings in setup.cfg, and
the version number set was very old. This removes those settings since
they are not actually needed for this repo.

target environment we can just set it in the base testenv.

This change updates both the list of active Security SIG chairs as
well as updating the description to more accurately describe the
