Rename retired-projects.yaml to legacy.yaml
Currently this file title conflates two separate actions: * tracking those projects that had been in governace and are no longer * retiring a project Retiring a project is a process that includes removing all the code and making the project read only: http://docs.openstack.org/infra/manual/drivers.html#retiring-a-project Reading the two commit messages for the projects that have been added to this file thus far, the first commit message specifies the project is to be retired: I6cc8de967bcbe021abb16384abb8faa32de1edc9 the second specifies that the project is not to be retired: I4822415a4ee18a4c52f9ba149b0cc36f363d80dd Given that the commonality between these two patches is that they represent legacy behaviour, let's rename the file to capture the agreed up action.
