Update house rules to reflect absence of meetings
Since the TC stopped having weekly meetings, it's no longer appropriate to hold off discussion on things until the next meeting except in extreme circumstances that merit scheduling a meeting. This patch updates the house rules to reflect the new agreement on asynchronous debating[1].
