VirtualPDU cores no longer maintain it, and gave Ironic cores
access and permission to take it over.
This change officially adopts it as an OpenStack project under
Ironic. We will correct this to reference openstack/virtualpdu
once the repository move is complete.

We agreed with this migration because
- tosca-parser is now maintained effectively by the tacker team
instead of the heat team.
- heat-translator can be a generic template translator but it has
supported only TOSCA template and is effectively tosca template
translator.

These agents are required to use the SoftwareDeployment resource in
heat so should be maintained beyond TripleO's retirement. The feature
was developed to be used by TripleO historically, but even TripleO
reduced its dependency on these agents, so maintaining the agents
within Heat makes more sense now.

The 'date' in members.yaml is supposed to be the election date
(or start date) of each member's term. For example, it is rendered
as "Elected On" in the TC's homepage [0]. The 'date' for TC members
elected in September 2022 was recorded as September 2023, so correct
this.

Once the election are started it is difficult to change the list of
projects need election so any DPL or PTL model change request should
be merged before the election nomination start.

OpenStack introduced some time ago new system of the version
identification. This patch adds some more detailed guidelines
about how it should be used by project teams.

Below are the changes from previous cycle:
* Remove the additional ubuntu version 20.04 from
testing which was added in 2023.1 testing runtime
because we bumped the testing version from 20.04 to 22.04
in the 2023.1 cycle. From 2023.1 to 2023.2, there is no
major version change in testing so we do not need to do
any additional version testing.
* Add Rocky Linux 9 in Best Effort testing
* With that bumping the python minversion to py3.9 which is
Debian 11 default.

In current timeline for the inactive projects is the final release
of the cycle which will be little late for the release team to
finish the release work if inactive project become active. Release
milestone-2 is better time to do the check if any inactive projects
needs to be moved to active or retired.
