Add Baisen Song's IRC nick, and change the text for PTLs with no IRC
nick from "None supplied" to "No nick supplied" so that the pages render
as e.g. "Li Liu (No nick supplied) <...@...>"

New PTLs who hadn't specified an IRC nick have been required to
specify it in the governance repository. This also updates
informations about CloudKitty's new PTL.

It does not make sense anymore for OpenStack-Ansible to
consider all its roles within the same deliverable as
openstack-ansible. OpenStack-Ansible is frequently tagged,
while roles don't need tagging, as they are only consumed
by their SHAs.
All the repositories following the same branch/release strategy
are now grouped into a single deliverable: openstack-ansible-roles.
Repositories not following this strategy (i.e. repositories with only
a 'master' branch or retired repositories) will not be part of the
'openstack-ansible-roles' deliverable.

We do not want to fail the linters job because existing valid
memberships can be closed or deleted at any time, so we just report
the errors to stdout.

This adds a cycle goal for Stein of having an upgrade check command for
each project that will look for any known issues that could cause
upgrades to fail.

parameters, so make the markup more explicit so the link is actually
clickable.

We are using one story per team rather than a single story, so update
the link in the goal page to point to the query based on the tag
rather than linking to a single story.
Add a second link to the dashboard, which shows the stories in
different lanes based on whether they are completed or not.
