Metalsmith is a Python library that allows simplified access to
the Bare Metal API. On the PTG in Denver it was agreed [1] to accept
it to the ironic project governance.

This adds the links to the board and story for the
upgrade checkers goal, along with updating my email
to match what is used in gerrit, and also link to
the nova contributor reference on writing these
upgrade checks.

The api-wg became the api-sig so this change moves the repo reference
from technical-committee-repos to sigs-repos. In the process the name
of the repo (which changed a few weeks ago) is updated.

Add openstack/placement as repo under the nova project to indicate the
the home for placement as it is extracted from the nova code repository
to its own.
The new repo [1] was created by the (merged) change at the depends-on
below, which seeded the repo from a filtered clone of nova. See that
change for more details on the disposition of the repo and the immediate
plans.

The files listing the SIG and TC repos use a list under each group with
a dict containing the key 'repo' and then the repository name. Make the
board file format consistent so that tools parsing these files have
fewer formats to deal with.

This was released as its own thing in Newton, but since then has always
been included as the set of mistral releases. This updates the repo list
for the Mistral team to group it with the other main deliverables so it
matches what is actually being delivered. It also gets rid of a warning
in the release repo validation jobs that identify this mismatch.

Jay is a former ironic code contributor, but he never really
left ironic. To this day he can be found in the IRC channel
where he periodically raises through provoking discussion and
happilly tries to fill in context for the earlier days of ironic,
or help the occassional person seeking help.

Neutron uses extensively the RYU framework (https://osrg.github.io/ryu/)
in its openflow related code. The group maintaining RYU has advised
the Neutron team that maintenance work will not continue after the
end of 2018. According to the discussion at Vancouver Summit,
the general consensus is to fork the RYU library under openstack namespace.
Neutron team will be responsible to maintain the fork.
To avoid confusion between the fork and the original library,
the neutron team picks a different name for the fork, which is "os-ken".

This is a mechanically generated patch to complete step 1 of moving
the zuul job settings out of project-config and into each project
repository.
Because there will be a separate patch on each branch, the branch
specifiers for branch-specific jobs have been removed.
Because this patch is generated by a script, there may be some
cosmetic changes to the layout of the YAML file(s) as the contents are
normalized.

We've been dealing with how to make appointed PTLs official and
documented in a rather ad hoc fashion: something different each
cycle.
This change provides a house rule which puts the responsibility
and the documentation in the combined hands of the appointed PTL
and the TC that appointed them and not election handling (where
it doesn't make sense since no election happened).

Since no one commits to managing the project and it has been missing
several milestones, It may be removed from governance. I volunteer
to take over maintenance of the project in Stein cycle hopefully to
bring it back to active state.
Self introduction:
- Though not having any experience directly related
to SearchLight, I have several years working on ELK stack and log
analysis. My current research also leverages logs management for
fault management.
- Currently, I'm an SDN/NFV researcher at Soongsil University
, and an active Tacker team member.
