Members of the TC, this is my formal submission of stepping down as
the PTL of the Trove project. Manoj Kumar (no relative) has agreed to
assume the role of PTL for the remainder of the Queens cycle.

The testrepository project is mostly inactive and not really
maintained anymore. To fix a lot of open issues with testrepository
the stestr [1][2] project was started to fix these and actively
maintain the project. As we've started migrating things to using it
we should reflect that this is the future in the CTI for python. This
commit does that and says projects can use stestr or testrepsitory and
that the use of testr is deprecated as we migrate to using stestr
everywhere.

Revise the Glance item to reflect that Glance is no longer
"struggling" but could still use new contributors.

The RST generated from projects.yaml creates a ref to
'tag-status:maintenance-mode', but the target ref in the RST
document describing maintenance mode has a different value.
This patch changes the latter to match the former.

Due to changes in my employment responsibilites

Neutron. Miguel Lavalle has agreed to step in
as the PTL for the Queens cycle for Neutron.

Our community has pointed needs for systems and services to
accelerate development and help ensure production of quality
software. Maintenance of and support using this infrastructure risks
falling victim to a tragedy of the commons, so inform those looking
for somewhere to make a difference that this is a great place to do
so.
