to make CHAIR.rst file a official reference doc so that
we can update and refer it our formal polciies

There are updates to the OpenInfra Foundation bylaws that
cleans up some of the old special-case text for the OpenStack
project. Some of the changes in bylaws are important to the
OpenStack governance (for example, diversity requirement) so
we are moving those changes in the OpenStack TC charter.
OpenInfra Board has approved the bylaws changes as sent in
the below email attachment:

That attachment shows the bylaws changes and what needs to be

This commit update the OpenStack TC charter for the required
changes in the bylaws.

Change Iecc9751091285a5d3c amended resolution 2023-07-24, but left
a note in the original resolution that is far enough away from the
amended point to be confusing. So move it to a better location.
Also put the reference list into a line block so it displays
as intended.

The `tox -echeck-review-status` script was failing as the listed
email no longer looks up cleanly in Gerrit. Upon looking at the
`tech-committee` group in gerrit, this appears to be the current/correct
email address and causes the script to work properly.

This patch proposes an amendment to the 2023-07-24 "Unmaintained status
replaces Extended Maintenance" resolution to allow an openstack-wide
group to handle Unmaintained branch changes across all projects by
default, though this can be overridden by individual projects.
Additionally, the original resolution file has been modified to
include a note that the amendment exists along with a link to it.

Currently each sunbeam charm is in its own repo. This approach
is going to be replaced by having a single monolithic repo that
will contain all the sunbeam charms.
