Configure high availability on compute nodes

The Installation Guide <http://docs.openstack.org/juno/install-guide/install/apt/content/ch_nova.html> gives instructions for installing multiple compute nodes. To make them highly available, you must configure the envirionment to include multiple instances of the API and other services.
