Monty Taylor e5cd08258a Add CONTRIBUTING.rst file.

We don't use github pull requests, but we'd like to make that clear
to people if they show up at github and try to do one. github will
display the content of this file on the pull request submit form
if it's there.

HEAT

Heat is a service to orchestrate multiple composite cloud applications using templates, through both an OpenStack-native ReST API and a CloudFormation-compatible Query API.

Why heat? It makes the clouds rise and keeps them there.

If you'd like to run from the master branch, you can clone the git repo:
