In Django 3.0, django.utils.http.urlquote(), urlquote_plus(),
urlunquote(), and urlunquote_plus() are deprecated in favor of
the functions that they’re aliases for: urllib.parse.quote(),
quote_plus(), unquote(), and unquote_plus().
