Mathieu Bultel 17ffe37834 Install ansible-pacemaker during the upgrade/update in the UC

With a Pike undercloud, we might not have ansible-pacemaker
installed on the undercloud.
We need to make sure that ansible-pacemaker is installed for
minor update and later for major upgrade

Closes-Bug: #1732354
