Imre Farkas 1d3c0ff2a6 Dell ready-state improvements

Since the related functions are refactored in Ironic, the improvements
should also be applied in Instack:
- RAID and BIOS configuration are merged into one function because a
missing of configuration will no longer throw an error in Ironic
- reboots are no longer tied to any of the steps in Ironic, they should
be handled from Instack
