Add portgroups RFE to ml2 integration spec

It was pointed out by mriedem that the spec isn't marked implemented,
but the RFE is. We have a separate RFE for portgroups, add it to the
spec.

The current Ironic implementation only supports flat networks. For isolation
of tenant networks Ironic should be able to pass information to Neutron to
