Amend driver section of spec for ironic OSC plugin

Change baremetal driver properties and driver passthru commands spec.
Change intended to follow preferred in OSC commands layout:
"openstack command subcommand noun verb".
Also it is intended to avoid problem when "properties" and "passthru"
subcommands can be parsed as <driver_name> argument for "driver show" command.
