The config files included from openstack manuals refer to policy.json sample configuration file. Currently policy.yaml is being used as the sample file in keystone. To avoid any confusion, this commit replaces instances of policy.json with policy.yaml. Change-Id: Ib2d4496fa90639b2ed9b72d1f03354a0c0beffd2
