Allow sensitive options to be substituted into whitelisted options at the point of consumption by the identity driver. The substituted whitelisted option is never visible via the REST API. Partially Implements: blueprint domain-config-ext Change-Id: I0ead7f1aa064d1796ba24a291c46929accd699e0
