Steve Martinelli 5467be8b3d Update keystone readme to point to specs.o.org
There is at least one dead link in the README, and a few links to
the old identity-api on github.com. These should be linked to
specs.o.org/keystone-specs

Keystone provides authentication, authorization and service discovery
mechanisms via HTTP primarily for use by projects in the OpenStack family. It
is most commonly deployed as an HTTP interface to existing identity systems,
such as LDAP.
