Ubuntu 53a47b779e Add group_members_are_ids to whitelisted options 
This patch addresses a bug and adds group_members_are_ids to the
whitelist to allow for use in `keystone-manage domain_config_upload`

OpenStack Keystone

Keystone provides authentication, authorization and service discovery mechanisms via HTTP primarily for use by projects in the OpenStack family. It is most commonly deployed as an HTTP interface to existing identity systems, such as LDAP.
