liuqing 6604c94ba5 Fix the section name in CONTRIBUTING.rst 
The name of the section "If you're a developer, start here"
has changed in the wiki, now is "If you're a developer".
This commit updates it to correctly refer to the
proper section.

Once those steps have been completed, changes to OpenStack should be submitted for review via the Gerrit tool, following the workflow documented at:

http://wiki.openstack.org/GerritWorkflow

Pull requests submitted through GitHub will be ignored.

Bugs should be filed on Launchpad, not GitHub:
