Steve Martinelli 812c9a9ad3 Use oslo.concurrency instead of sync'ed version
oslo.concurrency was released, we should use that instead
of the sync'ed code from oslo-incubator.

OpenStack Keystone

Keystone provides authentication, authorization and service discovery mechanisms via HTTP primarily for use by projects in the OpenStack family. It is most commonly deployed as an HTTP interface to existing identity systems, such as LDAP.
