Anthony Washington 9bb1556817 Add policy sample generation 
This adds the entry point and config file necessary for using the
oslo.policy sample generation script. It also adds a tox target to
simplify the usage of it.

OpenStack Keystone

Keystone provides authentication, authorization and service discovery mechanisms via HTTP primarily for use by projects in the OpenStack family. It is most commonly deployed as an HTTP interface to existing identity systems, such as LDAP.
