Haiwei Xu 37548eed4f HTTPError should contain 'retry_after' parameter

'retry_after' may be passed as a parameter to create HTTPError
object, so add it to HTTPError parameter list.

This package contains tools for authenticating to an OpenStack-based cloud. These tools include:

Authentication plugins (password, token, and federation based)
Discovery mechanisms to determine API version support
