Thank you for the contribution!  I am -2ing this review, not becuase it is wrong, but because our upstream development environment tool (halcyon) is unmaintained.   We are removing the development environment we have in place (halycon) and starting over on a new development environment.  In the meantime, if you want to do local development, I'd recommend reading these docs:

If you are interested in working on the development environment, there is this blueprint to track a new development environment.  For the moment, the gate is the best development environment available, as it has very thorough testing of the code.  It does take a bit of getting used to (to execute the workflow).

If you are keen to contribute to the new revision of the development environment, I'd invite you to contact spurya on irc in #openstack-kolla who is leading this blueprint:
