Fixes wrong local_setting.py file issue for Ubuntu binary deployment.
This bug both affects Rocky and Stein. local_setting.py was not linked to local_settings under /etc/openstack-dashboard so Horizon runs with default settings. Change-Id: I818876619694695663c98d9edcb8c8514198e8fd Closes-Bug: #1803029
