The neutron OpenDaylight drivers can now be customized with the
neutron-server-opendaylight image, there is no need to add them to the
override file.
Update OpenDaylight overrides file documentation to make it clear this
is only available for source builds.

ODL is an infrastructure service, in kolla we do not
support source installs for non OpenStack projects.
This change install odl from binaries to all
install_types, installing source code is still supported
from template-overrides

opendaylight_distro is not passed to Dockerfile
while image building.
This change removes this variable and change the
symbolic link with the distribution passed to
opendaylight location in kolla-build.conf

The Vagrant dev environment is now in kolla-ansible so this code
is not needed any more in kolla repo.

The file path was not properly passed to the '-x' test which caused it
to always return true.
This commit simplifies the test for existing command by relying only on
the exit code of `type` rather than checking that the file path is
executable.
